As former Governor of Hong Kong, Lord Patten oversaw the return of Hong Kong to China; as Chairman of the Independent Commission on Policing for Northern Ireland, he helped to implement the Good Friday Peace agreement, and as European Commissioner for External Relations oversaw a critical period in the expansion of the European Union and the resolution of European conflicts. Lord Patten had a long and successful career as a British parliamentarian, during which time he was Conservative Party Minister for Overseas Development and Secretary of State for the Environment.  His writings include What Next? Surviving the 21st Century; The Tory Case; East and West; and Not Quite the Diplomat.
